What Garden City is

Garden City is an unincorporated community of 10,235 people (2020 census, up 11 percent from 2010) on a peninsula with the Atlantic on the southeast and Murrells Inlet on the south, so most of it has salt water on two sides. It straddles the Horry and Georgetown county line, which is a permit detail we deal with on every replacement. The Pier at Garden City, about 668 feet long with a covered pavilion, is the landmark at the center of the beach.

The peninsula has been wiped clean twice. The 1954 hurricane left only two houses habitable. Hurricane Hugo, a Category 4 at landfall just after midnight on September 22, 1989, sent a storm surge the National Weather Service measured at 13 feet above sea level through Garden City, destroying up to 90 percent of homes by NWS’s account and 43 percent of beachfront structures by county records, and taking the Kingfisher Pier with it. The pier came back in July 1992 as the Pier at Garden City, and the peninsula rebuilt through the 1990s. That rebuild is why so much of Garden City’s condo stock is of one era, and why the doors are failing together now.

The buildings

Garden City’s oceanfront and inlet-front carry dozens of condominium buildings, from towers like Atalaya Towers and One Ocean Place to mid-rises like Surfmaster I and II, Royal Garden, and Waters Edge, to the small Sandy Shores and Duneside buildings. Between them are raised beach houses on the numbered streets and, on the inlet side, marsh-front homes with docks. The Tupelo Bay and Jamestowne Landing developments behind the beach are newer.

Doors here fall into three groups:

• Oceanfront balcony doors in the towers and mid-rises, salt on the ocean side and often the inlet side too. Tracks pit, rollers rust, locks seize. Building-wide roller and track cap programs floor by floor are the efficient answer, priced per visit through the manager.
• 1990s rebuild houses, raised on pilings with a big slider onto the deck. Typically 8-foot or three-panel doors on heavy rollers, now 25 to 35 years old. Rollers and track caps, and fogged units in the existing panels.
• Inlet-side homes, where the marsh adds no-see-ums to the salt, so a no-see-um rescreen comes with almost every job.

The two-county permit question

Repairs need no permit anywhere on the peninsula. A full replacement does, and the county depends on the address. The Horry County part follows the county’s rule that work altering or repairing a structure needs a permit under the 2021 codes, with doors and windows absent from its exemption list. The Georgetown County part goes through the building department at 129 Screven Street, which enforces the 2021 IRC with South Carolina modifications. Both sit inside the wind-borne debris region the state code defines for the oceanfront, so a replacement door needs glazing tested to ASTM E1886 and E1996 or an approved covering. Keeping peninsula doors alive

Salt on two sides means Garden City doors want more maintenance than almost any on the Strand. Rinse the bottom track and the exterior lock face with fresh water after every windy week, vacuum the sand out monthly in season, keep the sill drain holes clear, and use dry silicone only; grease and spray oil hold sand against the rollers and undo a repair in one summer. Rental owners should have the manager report the first week a door starts to drag, because a stiff door is a $175 to $250 roller job and a door that has scraped all season is rollers plus a track cap. After a storm, photograph any damaged door with the date before cleanup, since sudden wind damage is generally an insurance matter and slow salt wear is not.
